Most districts have an MTSS framework on paper. Fewer have a clear answer to the question that follows: when a student isn’t responding to Tier 1 instruction, what exactly happens next, who delivers it, and how does it connect back to what the classroom teacher is doing? For early literacy, where the window for intervention is narrow and the stakes are high, that gap between framework and execution is where students fall through. This post lays out how structured tutoring fits into the MTSS model, what it looks like at each tier, and what makes it work.

MTSS Is a Structure, Not a Program

Multi-tiered systems of support give schools a way to organize how they identify and respond to students who need more than universal instruction can provide. The framework sorts support into three tiers: Tier 1 covers what every student receives in the general education classroom, Tier 2 adds supplemental small-group instruction for students showing early signs of struggle, and Tier 3 provides intensive, often individualized intervention for students with more significant needs.

That structure is widely understood. What gets less attention is the delivery question. MTSS describes the what and when of intervention, but it does not by itself specify who delivers the additional support, how sessions are structured, or how the content of Tier 2 and Tier 3 instruction connects to the classroom. Tutoring fills that delivery gap, but only when districts design it to function within the framework rather than alongside it.

Supporting Students Who Need More

None of this is a tutoring problem in isolation. It is an integration problem. The tutoring might be well-designed in its own right and still fail to move the needle on literacy outcomes because it is operating outside the system rather than inside it.

That shared awareness does not require elaborate coordination systems; it requires that the program be designed with alignment as a requirement rather than an aspiration.

When a student’s data from Tier 2 sessions shows adequate response, that information shapes the team’s conversation about whether supplemental support should continue, intensify, or shift. When data shows limited response, it triggers earlier reassessment rather than continued intervention without adjustment.

Those two design conditions, content alignment and data integration, are what make the difference between tutoring that is MTSS and tutoring that is adjacent to MTSS. The framework already exists in most districts. Fitting tutoring into it is a design decision, not a resource one.
