Pairing is the one free move here. Individual and pair tutoring bills a flat hourly rate, so the second student in the session costs you nothing. Twice the reach, half the attention each. That trade is exact, not approximate.
Inside small group, size is free too. Small group bills per student per hour, so 1:3, 1:4, and 1:5 all reach the same number of students on the same budget. The only thing that moves is attention. At 1:5, each student gets 40% less of the tutor than at 1:3. Bigger small groups don’t buy you reach. They just spend attention.
Large group does buy real reach, roughly 15 to 20 percent more students than small group, by halving attention one more time. Which puts the decision where it should be: not on the arithmetic, but on how much of a tutor your students actually need.
